OBSERVER COMMUNICATOR (CARS)

The Observer Communicator course is a multi-disciplinary program that runs for 9 to 11 weeks. Graduates of this program will have received the relevant skills required to perform the duties of an Observer Communicator at Nunavut airports. Training concentrates on radio simulations, radio communications, operating procedures, weather observing and recording. Students will train with a variety of tools, techniques and materials in well-equipped classroom/weather environments.  Observer Communicator programs integrate the Guiding Principles of Inuit Quajimaningit and recognizes the value of collaborative learning environments unique to Nunavut.

ADMISSION REQUIREMENTS

Admission to Observer Communicator programs is made through the Department of Economic Development & Transportation and with the assistance of Aviation Program Officers.

The Observer Communicator technical training is only available to candidates nominated by the local CARS site employer and placement into the program is made through Nunavut Airports.

Additionally:

  • A placement test in Math and English will be required for all students entering this program
  • Full participation requires individuals to be  physically capable of performing the work

FUNDING SOURCE & ALLOWANCES

Attending observer communicator programs may require students to receive Employment Insurance. Application is made directly to the student funding providers within your regions.
Allowances for students in this program may be available through regional organizations that are involved labour market training agreements.

CERTIFICATION

Observer Communicator, Record of Achievement, Nunavut Arctic College

The College exam qualifies for advancement to a CARS site certification. This operational site certificate is administered by Nunavut Airports.

TRANSFERABLE CREDITS

Transferable credits are limited and are subject to regulatory requirements established to meet NAV CANADA’s Air Navigational Standards.

CAREER OPTIONS

Major employers in Nunavut are typically with the Territorial and Local Governments, primarily within the following Departments:

  • ED&T – Nunavut Airports
  • Municipal Corporations

Additionally:

  • The private sector is an active employer, providing CARS O/C services by contract.

CURRICULUM

The Observer Communicator programs are based on NAV CANADA curriculum for CARS.  The delivery is designed to provide seamless transition with jurisdictions that follow NAV CANADA’s CARS standards.
