The Manager of Finance will provide back-up support to the Bursar and will be responsible for with providing timely reports to Senior Managers, the Finance Committee and the Board of Governors. The incumbent will work with finance and administration staff throughout the College to ensure all work is completed in a timely and accurate manner and will ensure that staffs understand accounting functions. The Manager of Finance will directly supervise four staff: the Manager of Finance Intern, Accounting Services Clerk, Data Entry Operator and Financial Control Clerk, all located in Arviat.
The incumbent of this position requires a professional understanding of financial accounting and reporting techniques including the ability to prepare financial reports and working papers in accordance with Generally Accepted Accounting Principles (GAAP) and Generally Accepted Auditing Standards (GAAS). Knowledge of computer applications on both micro and mini computer platforms and experience in the operations of computerized accounting systems and related software is essential. (i.e. Word, Excel, and Multiview Accounting System). Applicants must have a working knowledge and understanding of the new Public Service Board (PSAB) financial reporting requirements.
The responsibility of this position requires the supervision and direction of four financial staff, therefore proven human resource skills are mandatory, as are proven team building skills. The incumbent should be sensitive to the regional, economic, social, political and cultural conditions of the region. Applicants must have completed high school and possess a minimum two year accounting diploma and have at least six years of directly related proven experience. Equivalencies may be considered.
Fluency in more than one of Nunavut’s official language is an asset. Knowledge of Inuit language, communities, culture, land and Inuit Qaujimajatugangit is an asset.
Current indeterminate Government of Nunavut employees, who apply and are successful on this term position competition, may be offered a competitive transfer assignment for the duration of the term.
