The success of the College in meeting the many adult learning needs of the people and communities of Nunavut is determined by the direction and policy decisions provided by the Board of Governors.
Members of the Board have collective responsibility for College management in the broadest sense and, as individuals, hold particular responsibility to conduct their affairs in the most effective and appropriate manner possible. The Board provides governance and accountability for the College, ensuring that the best and most appropriate post-secondary programs and services are provided when and where they are most needed.
Appointments
Under the provisions of the Public Colleges Act, members of the Board of Governors are appointed by, and are accountable to the Minister of Education. Terms are two to three years in length and a member may serve a maximum of two successive terms. Two members are appointed from each region. In addition, there is one staff representative appointed at the recommendation of the President and one student representative appointed on the recommendation of the Student Councils. The Minister of Education may appoint additional members.
Corporate Responsibilities of the Board
The College Board of Governors as a whole is responsible for:
- the ongoing determination of the College's direction and mission
- describing the duties of the President and recommending on the appointment of the President to the Minister of Education
- regular evaluation of the President
- the maintenance of the financial integrity of the College
- the evaluation of College operations and effectiveness
- establishment of mechanisms which monitor programs and other College activities on an ongoing basis to ensure that they continue to meet the post-secondary and adult education and training needs of Nunavut in the best manner possible with available resources
- the development and approval of bylaws covering such topics as selection of governors, committee structures, meeting and voting procedures, and standards of governor conduct
- the assumption of powers inherent in corporate status such as the power to sue and be sued, to enter into contracts, and to acquire, hold and sell property (but not real property at the present time)
- the regular assessment of the Board's performance and the performance of its standing and advisory committees
- the creation of a climate for innovation and progress within the College
The primary responsibility of the Board of Governors, then, is to give the College a sense of purpose and direction. Governors are trustees, not only of public funds, but also of the public's educational and training needs. In this respect, the Board holds and interprets the trust and the responsibility for the long-term welfare of the College, while defining the purposes to be achieved and the standards to be met.
